Functional Program Analyst
Salary: $62,880 - 84,528 per year
Requirements:
We require six years of professional experience in areas such as regulatory examinations; insurance underwriting, compliance, rating, or claims; health care consumer issues; or health care benefit plan design, distribution, or administration. We prefer demonstrated experience gathering data, conducting quantitative and/or qualitative research, and using the results to reach well-supported conclusions. We prefer intermediate proficiency with Microsoft Outlook and Word. We prefer fluent verbal communication skills in Spanish, Korean, Russian, Vietnamese, Mandarin, or Cantonese, with the ability to achieve an Advanced Mid rating on the ACTFL oral proficiency assessment. A degree in public administration, social work, public health, business administration, finance, or a related field from an accredited institution, or a foreign equivalent, may be substituted for relevant experience. We may require proof of degree before employment, and foreign-educated candidates must provide a credential evaluation report.
Responsibilities:
We independently investigate and resolve consumer complaints involving licensed insurance companies by researching facts, reviewing policies, and applying Washington insurance laws and regulations. We advocate for consumers by working with insurers to secure fair treatment and appropriate resolutions to insurance-related concerns. We respond to consumer questions by phone, email, written correspondence, and in person, providing accurate guidance on coverage, rights, and regulatory requirements. We prepare clear, professional written communications to consumers and insurance companies explaining findings, decisions, and applicable laws or regulations. We maintain accurate case records, coding, and database entries while managing an active caseload and meeting performance expectations. We identify possible violations of insurance laws and regulations and prepare referrals for enforcement action or Market Conduct review when appropriate. We staff the Consumer Hotline and assist walk-in consumers by delivering high-quality service and resolving insurance-related questions and concerns. We deliver presentations and outreach to consumers, industry representatives, and community groups on insurance topics and consumer protections. We review, update, and edit consumer-facing web content using plain language and web accessibility standards. We collaborate with supervisors and colleagues to support agency initiatives, share expertise, and complete other duties that advance our mission.
