The Group Sales Division serves as a cross-divisional organization leading branding, creative, marketing, and membership initiatives, with the mission of expanding the membership value and ecosystem of the Rakuten Group, which encompasses over 70 services.

We consider the mobile sector to be the core platform of our ecosystem, and as the Group Sales Division, we are further promoting collaboration with Rakuten Mobile.

As the only technical expert group within the organization that develops mobile services for corporate clients, we are responsible for the planning, development, maintenance, and vendor management of internal and external systems. We are not merely an engineering organization; we act as a "business partner" that builds system strategies based on a deep understanding of the business. We are looking for a Project Manager to handle system planning, development, and maintenance for the operations that support this corporate business.

Position Details

As a Project Manager, you will be responsible for the overall management of various projects.

In this position, a fundamental understanding of IT and the system development lifecycle (process) is mandatory.

You do not need to perform programming yourself, but you will act as a "bridge," translating business requirements into precise IT specifications and building consensus among a wide range of stakeholders, including internal departments, engineers, and vendors.

This is an environment where you can fully utilize your practical experience in the IT industry, such as in IT solution sales, IT consulting, or project management.

Project Examples

• Development and maintenance of internal systems: Planning and operation of billing-related systems, operational efficiency systems, reporting systems, etc.

• Core systems for our mobile services (Billing/Invoice management): Development and maintenance of systems that calculate charges and process invoices for subscribers, supporting the backbone of our mobile services.

• Design and management of operational processes: Designing a series of business workflows such as customer information registration/changes, billing, and dunning, as well as managing outsourcing vendors responsible for system development, maintenance, and operation.

Communication: We prioritize prompt decision-making and smooth coordination within the team, adopting an office-based style centered on face-to-face communication.

Flexible Work Style: You can work according to your lifestyle by utilizing the work-from-home system (up to once a week) and the flextime system.

Language: Work is conducted primarily in Japanese. High English proficiency is not mandatory, except for some internal meetings and coordination with the Tech team.

Mandatory Qualifications:

• PM/PMO experience: At least 3 years of practical experience in project management or PMO. Experience in independently leading planning, risk management, cost management, and problem-solving in medium- to large-scale projects.
• Communication skills: Ability to provide logical reports and proposals, and facilitate smooth consensus-building among a wide range of stakeholders, from on-site engineers to executive management.
• IT literacy: Fundamental knowledge of the system development lifecycle (from requirements definition to operation).
• Language skills:

Japanese: Native level (or JLPT N1 or higher for non-Japanese nationals).

English: TOEIC score of 800 or higher, or equivalent English proficiency (with a willingness to improve your score after joining).

• Mindset: Ability to enjoy a rapidly changing environment and the ability to take ownership and proactively complete tasks even under difficult circumstances.

• TOEIC score of 600 or higher

Desired Qualifications:

• Technical practical experience: At least 3 years of practical experience in system development, infrastructure construction, or operation.
• Professional knowledge: Knowledge of information security or project experience utilizing the latest technologies such as AI.
• Domain knowledge: Practical experience in the telecommunications industry or strong interest/knowledge in communication technologies (networks, etc.).
• Management support experience: Experience in supporting decision-making for executive management or high-level presentation experience.
• Certification: PMP (Project Management Professional) certification.
• English proficiency: Business-level English (experience using English in meetings and emails).
