JOB DESCRIPTION

We are seeking an Investment & Commercial Lead to own the end-to-end investment and financial stewardship of Keppel's subsea cable projects and operating assets. You will lead a growing team — initially a Commercial Investments Project Manager and a Business Operations Manager — and act as the single point of accountability for investment models, project financing, financial control and commercial delivery across Keppel Network’s subsea portfolio.

You will work hand in hand with the business development teams originating new systems, the FM&I platform underwriting and raising capital, corporate finance structuring debt, and technical teams delivering the assets. This is a lead role for someone who can operate across the full spectrum — from investment committee to facility agreement to purchase order — and who builds strong teams and disciplined processes as the business scales.

Key Areas of Ownership

1: Investment lead

  • Support and build the investment case for each new subsea cable project: underwriting model governance, returns analysis, sensitivity testing and investment committee approvals, working with Business Development, Technical and FM&I teams
  • Set underwriting standards and assumptions across the portfolio, ensuring consistency between business development origination, project delivery and fund reporting.
  • Lead post-investment performance management: track actuals against underwriting, report to investment committees and fund stakeholders, and drive corrective action where returns are at risk.
  • Support capital raising, co-investment structuring and divestment/recycling decisions alongside FM&I and corporate finance.

2: Financing and structuring

  • Coordinate project financing strategy across the portfolio: debt sizing, lender reviews and facility agreement negotiation through to financial close, working with corporate finance.
  • Own compliance with all facility agreement obligations through the project life cycle — covenants, drawdowns, reporting and consents.
  • Oversee entity formation, holding structures and tax arrangements for each project with legal, finance and tax, ensuring structures are sound, efficient and compliant across jurisdictions.
  • Manage relationships with lenders, facility agents, insurers and lenders' advisers at a senior level.

3: Commercial delivery oversight

  • Provide commercial leadership and direction to technical teams on supply and installation contracting, claims and variations strategy, and protection of Keppel's contractual position.
  • Review major commercial positions: contract awards, significant variations, claims settlements and supplier negotiations within delegated authority.
  • Ensure delivery decisions remain anchored to the underwritten business case — challenging scope, cost and schedule changes that erode returns.
  • Support IRU, capacity and O&M negotiations led by business development where pricing, credit or structuring decisions affect the investment case.

4: Financial control and operations

  • Own the financial control environment for the subsea business: budgets, forecasts, cash flow, month-end reporting and audit readiness
  • Govern the SOP framework across Procure-to-Pay and customer billing (Order-to-Cash), delegation of authority and approval workflows, ensuring controls scale with the business.
  • Act as the senior finance interface for the subsea business into Keppel group finance, tax, treasury and audit.
  • Ensure accurate, timely and consistent reporting to leadership, boards, investment committees, lenders and fund investors.

5: Team leadership and function building

  • Recruit, develop and lead the investment and commercial team, setting objectives, coaching performance and building succession as the portfolio grows.
  • Design and continuously improve the operating model across all functions wholistically — clear handoffs, no gaps.
  • Champion a culture of commercial discipline, intellectual honesty in underwriting, and rigorous but pragmatic governance.
  • Represent Keppel Networks at senior level with partners, consortium members, lenders and investors.

JOB REQUIREMENTS

Required Skills:

  • 8+ years' experience across investment, project finance and/or commercial management of large capital projects, with meaningful exposure to subsea cables, telecoms, digital infrastructure or comparable infrastructure asset classes.
  • Proven ownership of investment cases end to end: underwriting, investment committee approvals, financing and post-investment performance management.
  • Direct experience working on project financings — facility agreement negotiation, financial close and life-cycle covenant management.
  • Strong understanding of cross-border structuring: SPVs, joint ventures, consortium arrangements and tax-efficient holding structures.
  • Track record of leading and developing teams, and of building financial and commercial processes in a scaling business.
  • Commercially sharp negotiator with credibility at board, investment committee and lender level.
  • Willingness to travel internationally.

Preferred Skills:

  • Experience in subsea cable systems specifically: consortium/JBP structures, IRU economics, supply and installation contracting and O&M arrangements.
  • Background spanning both a principal/investor environment (fund, developer, infrastructure investor) and an operating/delivery environment.
  • Familiarity with fund structures, co-investment arrangements and LP reporting.
  • Professional qualification or degree in finance, engineering, business or law.
