Data Engineer / Project Lead

Salary: $81,499 - 138,549 per year
Requirements:
We require a bachelors degree in computer science, information systems, data science, or a related field from an accredited institution. We require 10+ years of progressively responsible post-baccalaureate professional experience in data engineering, data management, or comparable technical roles. We require 3+ years of supervisory or technical team leadership experience. We require 3+ years of experience leading complex, high-visibility, multi-dimensional data initiatives. We require 3+ years of experience with data integration, ETL workflows, database design, and data pipeline development. We require 1+ years of experience in early childhood education and/or Head Start programs. We require 1+ years of experience working with federal systems such as HSES, AMS, GrantSolutions, and the TTA Hub. We require a U.S. government-issued security clearance, which will be initiated after hire. We require a valid drivers license and the ability to pass an MVR check. Preferred: Experience supporting federal information systems or federal grant programs. Preferred: Experience applying AI or advanced analytics within data pipelines. Preferred: Ability to explain technical concepts clearly to both technical and non-technical audiences. Preferred: Proven ability to resolve team and stakeholder issues. Preferred: Proficiency in SQL and at least one programming language such as Python. Preferred: Experience with APIs, data integration, and automation tools. Preferred: Experience with cloud platforms such as AWS or Azure. Preferred: Knowledge of data governance, security, and federal information system requirements. Preferred: Familiarity with project management methods; Agile/Scrum experience is a plus.
Responsibilities:
We lead the planning, execution, and delivery of data management and data engineering initiatives supporting OHS program oversight and operations. We use iterative and adaptable project management approaches to prioritize work based on value, user needs, and effort. We coordinate closely with the Project Manager to align data priorities with contract deliverables and performance targets. We supervise and provide technical guidance to data-focused staff, including Data Analysts, Data Visualization Specialists, Data Management Specialists, and Data Entry Support Specialists. We design, build, and maintain data pipelines, integrations, and automation processes using federally compliant tools and platforms. We support the integration of data from federal systems such as HSES, AMS, GrantSolutions, and the TTA Hub into operational and analytical tools. We maintain and improve workflow and task tracking solutions, including Smartsheet-based tools such as SmartFlow. We support the OHS Data Layer and cloud-based infrastructure to enable scalable, secure data processing and analysis. We ensure data accuracy, integrity, and consistency across systems while reducing competing sources of truth. We implement data quality assurance, validation, and governance practices suited to federal environments. We document data structures, pipelines, and processes to support continuity and knowledge transfer. We lead the development of data products, dashboards, reports, and automated outputs that support grants management, monitoring, and leadership decisions. We support the automated generation of standardized documents and correspondence where appropriate. We improve access to timely, relevant, and well-structured data to enable data-informed decision-making. We analyze data workflows and business processes to identify opportunities for efficiency, automation, and enhancement. We develop and maintain technical documentation, data dictionaries, process documents, and handoff materials. We help create training materials and guidance to encourage consistent use of data tools and solutions. We respond to data-related questions and support ad hoc and recurring data requests from OHS staff and leadership. We participate in briefings, meetings, and planning sessions related to data management initiatives. We coordinate across technical and program teams to ensure solutions align with operational needs.
