Responsibilities
Develop Scopes of Work (SOW), evaluation criteria, contracting strategies, and preliminary cost estimates for maintenance activities during Normal Operations, Shutdowns, and Turnarounds. Manage the complete tendering and procurement process, including bidder selection, Instructions to Bidders (ITB), tender clarifications, commercial evaluation, negotiations, recommendations for award, and contract finalization. Lead contract administration and commercial management, including cost control, budget monitoring, payment verification, variations, change orders, claims management, and contractual risk mitigation. Manage and coordinate contractors and subcontractors, including mobilization, performance monitoring, KPI evaluation, corrective actions, and contract close-out to ensure compliance with contractual and operational requirements. Ensure all maintenance contracts incorporate and comply with applicable HSSEQ, QA/QC, technical, commercial, and company governance/DOA requirements, maintaining appropriate documentation and audit trails. Provide commercial leadership and cross-functional coordination with Maintenance, Procurement, Operations, Engineering, Finance, HSSEQ, QA/QC, and contractors to ensure timely, cost-effective, and successful execution of maintenance contracting activities.
