ROLE AND PURPOSE
To support the council’s Information and Data Protection Manager, Information Risk Officer and Records and Information Manager through the delivery of casework and reports on information governance requests. This service also provides advice and assistance to the council on information governance matters including data protection, information sharing and information risk.
PRINCIPAL ACCOUNTABILITIES:
- To case-manage customer information requests, including those made under the Freedom of Information and Data Protection Acts, to ensure the council provides timely, comprehensive and co-ordinated responses. The post holder will exercise initiative in organising and planning their own work and making decisions on how to progress and resolve cases. This requires a meticulous approach and good eye for detail when compiling and redacting documents.
- To liaise with service areas in responding to information requests providing advice and technical support to ensure statutory time limits are met and information is disclosed or withheld in accordance with policies and legislation. This can require the interpretation of complex legal guidance and negotiation with internal and external stakeholders to establish whether legal exemptions prevent the disclosure of information.
- To develop and maintain a detailed understanding of relevant working practices, policies and legislation. The post holder will be expected to maintain awareness of information governance decision notices, information tribunal outcomes and changes in legislation to ensure the team complies with statutory requirements and good practice guidance.
- To record and monitor relevant data, provide reports for Information Governance stakeholders and communicate effectively with customers at all levels. To gather, compile and interpret customer and service area-related information for the Information and Data Protection Manager, Information Risk Officer and Records and Information Manager.
- To provide information security and data protection support to service areas to assist with decision-making in the areas of compliance, risk management and business continuity planning. Makes decisions in conjunction with the Information and Data Protection Manager, Information Risk Officer and Records and Information Manager in relation to data protection, information security and data sharing matters.
- To provide advice, leadership and support across the council on information governance issues. To include Freedom of Information, Environmental Information Regulations, Data Protection, Information Security and the development and management of information protocols and data sharing arrangements.
- To assist the Information and Data Protection Manager, Information Risk Officer and Records and Information Manager in the development, maintenance, promotion and communication of policies and procedures required by relevant legislation and for compliance with information security standards.
- To assist with team induction and mentoring, helping and encouraging other team members with guidance, direction and training on operational aspects of information governance work, legislation, good practice and procedures. This will include the presentation of training/information sessions to non-specialist staff groups and service users as well as providing advice for partners and external agencies.
- To assist with the pro-active publication of council information in order to promote transparency and openness and reduce ongoing volumes of customer enquiries.
- To assist with Public Interest Immunity (PII) requests received from the Police submitted via Annex C & E forms. This process also involves liaising with Lawyers and Legal Officers in the Council’s Legal team and redacting information relating to the Court. This work can involve reading difficult and distressing information about sexual abuse allegations This includes requesting Children’s Social Care files from the relevant colleagues in that service, scanning, photocopying and filing appropriately then contacting the Police to arrange appointments and assisting them when visiting the Guildhall. This role requires regular attendance at the Information Governance Teams Office to facilitate the disclosure of records to the Police, as well as supporting junior colleagues with the scanning and preparation of paper records.
- The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
